The figurehead lifting her skirts above the waves reminded me of reading a description of solicitation techniques of 19th century ladies of the evening. I selected the figurehead and then a section of her dress and arm. Using the warp tool I then raised the skirt a little higher. I borrowed some legs from a stock photo of a woman in a swimsuit and added a storefront background.
