Looking at the original image it came to me that cast iron frogs must come from cast iron tadpoles. The tadpole began as a stock photo. I added some rust and a drop shadow, then selected sections with the polygonal lasso as plates and applied an emboss layer style. The rivets are filled circles with an inner bevel layer style and some additional shading. The rocks are a fill pattern.
