The spokes of the old style wheel reminded me of the Hindu/Bhuddist dharma wheel. I used the car wheel as a model (that's why it has ten spokes instead of the more common eight) and added a One Click Wow layer style to the spokes and rim. I also added an outer glow. The deity in the center and the temple background are from the Big Box of Art. Conflating the Hindu and Bhuddist symbols here just seemed to work and doesn't reflect any correspondence to actual theology.
