I was playing around with the saturation of the image and I got caught up in the colors of the fall foliage. I selected the trees and filled in the pylon gaps, then applied the crystallize and paint daubs filters. I used a gradient to create a new sky and added the eagle from a Photo Object. The frame is a black fill with a bevel and a drop shadow.
